What kinds of website projects can BUD fund?
All measures must be directly related to business development in Mainland China or the other 47 funded economies.
Create or optimise a company website
Covered by Easy BUD; optimising an existing website has a cap per application (the guidelines state no more than HK$100,000).
Online sales platform
Set up an online shop or sales platform, with operating costs funded for up to 6 months.
Promotional mobile app
Develop or optimise a mobile app for promotional purposes.
Target market advertising
Place online ads in target markets, with operating costs funded for up to 6 months.
How Is the Funding Amount Calculated?
- BUD is a 1:3 matching scheme: the government funds up to 25% of approved expenditure and the enterprise bears at least 75% in cash
- Example: for a website project budget of HK$200,000, the government funds up to about HK$50,000 and the enterprise bears about HK$150,000
- Easy BUD has a government funding cap of HK$150,000 per application (corresponding to about HK$600,000 of project expenditure), with approval in 30 working days
- General applications have a government funding cap of HK$800,000 per application; EComEasy is designed for online shops targeting Mainland China and the ten ASEAN countries
- Websites, promotional materials and the like are funded only for external service providers' fees; self-made work is generally not funded
- Projects with AI elements (e.g. AI customer service) get more targeted funding from June 2026; refer to HKPC announcements for details
