EMF SME Marketing Fund

Funding Amount & Project Duration
  • The EMF SME Marketing Fund provides funding to Hong Kong SMEs to encourage SMEs to participate in export promotion activities, thereby assisting them in expanding markets outside Hong Kong.

  • EMF is one of the popular funding schemes among many government funds. Moreover, starting from January 20, 2020, the cumulative funding limit for each enterprise will be increased from 400,000 to 800,000. As of early January 2019, the fund has approved more than $3 billion, which reflects the export industry’s huge demand for marketing.

FAQ

——Is it possible for a newly established company to apply for EMF?

- In principle, EMF does not limit the time for company establishment. "New companies" can also apply, as long as the company has substantial business operations. A company does not necessarily have to have "profit", but it must have "income". Of course, companies that have been established for a short period of time (such as less than half a year) will have more considerations during the approval process.

—— Ltd.vs. unlimited company

- Either a limited company or an unlimited company can apply for EMF. In addition to listed companies, all companies registered in Hong Kong are eligible, and even unlisted subsidiaries of parent companies can apply.

- The company information documents required to be submitted are slightly different between the two. A limited company mainly submits BR, CI, NAR1, MPF records and audit reports; an unlimited company mainly submits Form 1a, BR and tax return records

—— Can I apply for EMF simultaneously if I own several companies at the same time?

Applicant enterprises with similar business registration information (such as address, contact number, shareholders/directors) will be regarded as related enterprises. For the purpose of calculating the upper limit of the cumulative subsidy amount, these related enterprises will be regarded as a single enterprise, that is, the cumulative subsidy amount received by these related enterprises will be combined and cannot exceed the cumulative subsidy upper limit.

—— I mainly want to develop my business in Hong Kong. Can I apply for EMF?

EMF only funds promotional activities targeting overseas markets. If you participate in an exhibition in Hong Kong, the exhibition should also have foreign buyers as its main target.

——— What should I pay attention to when applying for website production fees?

A printed copy of the company’s website or a screenshot of the company’s mobile application (with the printing date and URL) must be able to show the applicant’s full company name, products or services, and its Hong Kong contact information. If the application involves the optimization of the company's website/mobile application, a printout of the relevant webpage before optimization/screenshot of the mobile application before optimization must also be submitted.

——— What are the restrictions on participating in exhibitions and creating promotional advertisements?

Enterprises must participate in promotional activities as a "Hong Kong company" and must display their "full company name" and "Hong Kong contact" on exhibitor lists, delegation lists, advertisements, electronic platforms/media and company websites/mobile applications Information" (such as address, telephone number, fax number).

Eligibility
  • An unlisted company registered in Hong Kong in accordance with the Business Registration Ordinance (Chapter 310)

  • It has substantial business operations in Hong Kong and is not a shell company.

  • Must meet the government's definition of "small and medium-sized enterprises", that is, the service industry employs less than 50 employees, or the manufacturing industry employs less than 100 employees

  • The project content to be applied for has not received any other government funding.
